Information.

Infinite Heroes is Mattel's 3.75 inch toy line featuring characters from the DC Universe. The Infinite Heroes Visual Checklist shows the characters by release order. This checklist includes single figures, two-packs, three-packs, six-packs, and eight-packs.  In honor of the DC Comics 75th Anniversary in 2010, preorders for figures shipping in January include numbered, collectible buttons being included with figures.^[1][2]

Although a mass release was reported as cancelled by Big Bad Toy Store, in a June Q&A, Mattel said that Arsenal would be Figure 23, but that he would be appearing first "in the upcoming Mallah’s Revenge 6 pack this fall at Wal-Mart."^[4]  This confirmed a leak of Infinite Heroes SKUs from Wal-Mart listing a "Titans" pack.
